While engaging in dialogue with stakeholders such as municipal staffs, achievement is being evaluated using evidence against benchmarks at the initial, intermediate, and final stages of the policy formulation process. That is, the degree of achievement is evaluated based on data before, during, and after the trial, while comparing the human resource development programs for municipal staffs and the demonstration of easy-to-use maintenance procedures with the municipality's medium- to long-term policy proposals. Because there is little application of EBPM to the maintenance of infrastructure in municipalities, developing this method is itself a research topic.
